If I understood, You asked does country and business invest in modern technologies.
Simple answer is: NO!
Country just talk about investing, but never actually did anything.
There is few companies in communication sphere, owned by major world telecommunication companies, with exception of Telekom Serbia, that still have monopolistic position, thanks to fact that country still posses major capital. Those companies just provide mobile network services.
There are several game programming companies, and most of the rest, from IT sector, are usually oriented in programming software for small business, and eventually there are few shining stars that made name by being good in various things. Most small IT businesses that exist, are doing just support for mobile application.
Country administration usually promote those companies(usually foreign investments), as advancing in modern technologies, and you are probably aware, that those companies does nothing, except exploiting low payrolls in Serbia to achieve cheap support for their real products.
Serbian industry is based on common branches from last century, and live on small businesses, and foreign investment.
There is total absence of any major modern technologies implementations. Even Serbia have lot of IT qualified labor, and it is favorable because it's cheap labor, there are no major companies in Serbia. That is expected, because modern technologies development usually are not dependent on location, but another problem is that lot of things are not regulated in Serbian law. Maybe some companies, would invest in Serbia, but absence of laws are too big obstacle. We just recently got some laws regulated, and got ability to use paypal, and I think I still did not find any place in Serbia that you can actually pay with paypal, so most of people just using it to order things from abroad, if eventually salesman provide delivery in Serbia.
Being able to pay some of your bills online is break trough for Serbian government. Online market is still unregulated, and there are just few internet companies that offer sort of online trading, but we are still not able to actually pay online in most cases. Those companies do just little more than advertising online, because only thing they offer additionally is possibility to pay with cash to them, not directly to salesman, and auctioning for stuff you need to pay later with cash, when product you ordered is delivered.
There are probably lot of other reasons why Serbia stagnate, but I think that few examples I gave, could help You to get clearer picture how Serbia is positioned...
