Yes it is Serbian and it's a name, Milisav Stamatkirdžija. Probably, impossible for you to pronounce it.

I think it's not "Ц", it's "Џ", but you can't see it correctly.
Definitely not the artist, we don't have one with this name, and sorry, I really don't know who he is.
